The controversy over alleged irregularities in donations to the Ram Temple in Ayodhya appears to be moving beyond the question of if and who may have stolen what. The focus is now increasingly shifting towards how the temple’s donations are managed and whether the system itself needs to be overhauled.
A three-member special investigation team (SIT) constituted by the Uttar Pradesh government submitted its preliminary report on the allegations of bungling in donations to the temple. While the report has not been made public, sources familiar with the findings suggest that investigators have flagged several procedural lapses and shortcomings in supervision, rather than treating the matter as an isolated act of alleged theft.
The SIT was constituted after the Shri Ram Janmabhoomi Teerth Kshetra, the trust managing the temple, reportedly sought an impartial inquiry into allegations of theft from donation boxes and valuables at the temple. Besides examining the allegations, the SIT was also asked to review the entire process through which donations are collected, counted, stored and deposited in banks.
According to sources, the preliminary report points to negligence and inadequate monitoring at multiple stages of the process. The inquiry is understood to have examined the roles of personnel involved in counting donations, transporting cash to banks, maintaining CCTV surveillance and supervising the overall process.
Sources said the report has reportedly recommended registration of an FIR so that the role of suspects can be examined through a formal legal investigation. It has also suggested collection of evidence relating to alleged embezzlement, financial transactions and possible links between individuals involved.
Perhaps more importantly, the findings appear to have triggered a larger conversation within the temple administration itself. That became evident when Nripendra Misra, chairman of the Ram Temple Construction Committee, publicly argued that the temple now requires a full-time professional management structure. He also called for a complete overhaul of the shrine’s management system, saying the episode has exposed serious lapses in supervision, accountability and compliance with established procedures.
Misra shared his viewpoint in various public statements and interviews since the donation allegations surfaced. According to him, the scale of operations at the Ram Temple has grown far beyond what traditional arrangements can comfortably handle. With an estimated 100,000 devotees visiting daily, officials have to manage security, darshan arrangements, traffic movement, cleanliness, VIP tours, religious rituals, construction work and accounting of donations worth crores of rupees.
Misra has suggested the appointment of a full-time chief executive officer (CEO), preferably a retired IAS officer, to oversee the temple’s administration. He argued that an officer already serving in government cannot devote sufficient time to a task of this scale because of transfers, cadre responsibilities and other official duties. The proposed CEO, according to Misra, would function under the Shri Ram Janmabhoomi Teerth Kshetra, but would have independent authority for day-to-day administrative and financial management.
Misra had earlier suggested that several safeguards that were already built into the system were allegedly ignored. Established protocols required personnel involved in counting donations to undergo proper frisking and wear clothing without pockets to minimise the possibility of cash being concealed. Misra has indicated that these procedures were not followed consistently. His intervention is significant because it indirectly points towards concerns that existing systems may not be adequate for handling the scale of operations now associated with the temple.
Sources familiar with the matter indicate that questions have also emerged regarding compliance with established procedures during donation counting and monitoring. The investigation is understood to be examining whether safeguards meant to ensure transparency and accountability were being followed consistently.
The controversy has therefore evolved into two parallel issues. The first concerns whether there was any wrongdoing in the handling of donations. The second concerns whether the current administrative structure is equipped to manage one of the country’s most visited and financially significant religious institutions.
The SIT’s final report is expected to provide greater clarity on the allegations. But even before that report arrives, the preliminary findings and Misra’s suggestions have already started a discussion on reforms, oversight and professional management within the Ram Temple administration.
For the temple trust and the Uttar Pradesh government, the challenge now is not only to establish the facts behind the allegations but also to reassure devotees that systems are strong enough to protect both donations and public trust.
